Design Council deputy chief executive Harry Rich has been appointed to the Press Complaints Commission charter compliance panel.

The panel is an independent audit committee charged with overseeing the work of the PCC. It examines cases selected at random to ensure that the PCC is meeting its service commitments to complainants.

The appointment follows the retirement of Dame Ruth Runciman, who served on the panel from 2004 to 2006.

Rich will join Sir Brian Cubbon, chair of the panel, which began operations in January 2004.

At the end of each year, the panel produces a report and recommendations to the commission, which will then be published and the commission will respond.

Rich, who will serve a two-year term from 1 January, has been deputy chief executive of the Design Council since 2003. He was a member of the Advertising Standards Authority between 1997 and 2003.
