Air Mail sticker causes consternation

I had hoped I had seen signs of the revival of modern movement graphic design (First Direct, Orange), but then I came across a “new” Air Mail sticker in my local Post Office. Who designed this? An office boy/ girl? Someone testing the boundaries of legibility? Explanations please.
