Driving licence stalled

The Driver and Vehicle Licensing Agency (DVLA) is waiting on the outcome of the political row over the inclusion of a Union Jack on the new driving licence before committing to a final design.

A DVLA spokesman declines to say if an external design group is working on the final design prior to a launch next year. Ministers are keen for the licence to double as a voluntary identity card.
