I think we could do something about free-pitching.
A design body should set up a website where everyone could give feedback about their free pitches and give the client a score on various points. For example, how well were you briefed? Did they get back to you when they said they would? Did they let you know why you did not win?
It could work in a similar way to Ebay’s stars system for sellers – clients would receive stars for their performance. Then a client could be checked out on the website to help decide if the pitch is worth undertaking. Clients with a bad track record would then be forced to amend their ways.
